Project: CSXT Howard Street Tunnel Clearance Project

Agency: Maryland Port Administration (MPA)

Scope: CSX Transportation (CSXT) launched the Howard Street Tunnel (HST) Clearance Project to enable double-stack intermodal service.  This upgrade instantly doubled capacity, reduced transportation costs, and enhanced the national multimodal freight network, significantly strengthening the Port of Baltimore’s competitiveness.

1.7-mile railroad tunnel.

Project: MD 570 Bridge Deck Replacement over Ingleside Avenue

Scope: This structure replacement project faced multiple facets of work under constrained site conditions; Traffic staging and sequencing conflicts, slope deteriorations, and pavement marking failures being three of them.  Partnering Excellence resolved these issues through collaborative solutions.

Scope: This project concept began as a resurfacing project but field investigation revealed a greater need.  The location serves both commercial and residential use with multiple bus stops and commercial entrances.

Scope: This project realized the ounce of prevention is worth the pound of cure, by having the Issue Resolution Ladder established and functioning early. A sink hole developed on the project and having the right contact information on hand allowed communication to flow successfully and helped work toward a safe and timely resolution.

Scope: This project faced multiple issues that could have derailed successful completion, but the Project Team didn’t allow that to happen.  With the help of external partnering facilitation, the team approached each issue and solved it successfully.

Scope: The partnering efforts on the project were big.  Several things make this an award-winning project.  Construction Phase Combination, Rerouting electrical to energize street lights for safety, and Public Outreach efforts are a few.

Scope: The Baltimore City Intersection Safety Improvements project upgraded 5 intersections that were identified high crash locations by BCDOT.

Project: Taxiway V Resurfacing

Scope: The Taxiway V Resurfacing project improved the condition of the taxiway by performing asphalt pavement removal and replacement, adjusting pavement grades to promote drainage, resetting existing taxiway edge lighting, and installing waterborne and thermoplastic pavement markings and signs.

Project: Repairs to Metro Aerial Pier 2720 at West Cold Spring Lane

Scope: The Metro Aerial Pier 2720 project repaired critical structural damage to a pier supporting Track 2 and the station platform at West Cold Spring Metro Station.  The work restored full structural capacity to the pier, which carries outbound rail traffic on the MDOT MTA Baltimore Metro system.

Maryland State Highway Administration (SHA)

Project: MD 5 (Point Lookout Road) Bridge Over Hilton Run

Agency: SHA District 5 Construction

Scope: The MD 5 (Point Lookout Road) Bridge over Hilton Rd was originally constructed in 1936 and was at the end of its service life and needed replaced.  MDOT SHA launched a $4+ million dollar replacement project in September 2024.  The roadway never fully closed to traffic during replacement as it served as a vital link for local and regional traffic.  The project introduced two first-in-Maryland innovations.

Scope: The Cecil County Department of Public Works completed the construction of a new 12.3 acre landfill disposal cell at Cecil County Central Landfill in January 2025.  The active landfill disposal area at Central Landfill was running out of space and projected to reach capacity in February 2026.

Project: Airline Maintenance Facility & Taxiway F Phase 1 Segment 1

Scope: This project delivered significant airfield and landside improvements to establish the foundation for the Southwest Airlines Maintenance Facility.  The selected site was on an undeveloped portion of airport property, and required the development of both landside and airside access, all utility infrastructure, extensive site grading, drainage, and stormwater management facilities.

Scope: CSX Transportation (CSXT) operates a rail network spanning ~20,000 miles across 26 states, D.C., and Canada.  A critical chokepoint in this system was the 130 year old Howard Street Tunnel (HST), the central link between CSXT’s Northeast–to–Florida corridor and the Port of Baltimore’s Seagirt Marine Terminal.

Project: I-95 NB Express Toll Lanes Extension / KH-3009

Agency: Maryland Transportation Authority (MDTA) 

Scope: MDTA sought to address congestion and safety in northeast Maryland by extending the

I-95 Northbound Express Toll Lanes (ETL) in Baltimore and Harford counties.  Through KH-3009, the JMT team worked with MDTA to design two ETLs in the median and shift four existing lanes to the outside for seven miles, from MD 43 to south of MD 152—where average daily traffic exceeds 150,000 vehicles.

Project: Latex Modified Concrete Overlays for Ten Bridges in the I-95/I-695 Interchange

South of Baltimore

Scope: The Latex Modified Concrete Overlays for Ten Bridges in the I 95/I 695 Interchange was

a $31M, three-year, Maryland SHA project to improve safety and extend the lifespan of these structures.  The project consisted of three different types of structures; seven steel girder bridges, two voided concrete slab bridges and one multi-cell concrete box beam bridge.
